How to Apply for NG-CARES Programme

The Federal Government of Nigeria has received credit financing from the World Bank towards the cost
of the implementaon of the Nigeria COVID-19 Acon Recovery and Economic Smulus (NG-CARES)
Programme.

The Federal CARES Support Unit (FCSU) of the NG-CARES intends to apply part of the
proceeds for consulng services. The Consulng Services (“the Services”) include ‘The Engagement of Zonal Third Party Monitors (NGOs/CSOs), one in each of the Six (6) Geo-Polical Zones of North-West, South-West, NorthCentral, North-East, South-East and South-South for Nigeria COVID-19 Acon Recovery and Economic Smulus Programme to verify the achievement of Results.

The exercise will be carried out as stated in the DLI matrix following the guidelines and procedures detailed in the Programme documents:
Programme Appraisal Document (PAD) and the Operaons Manual. The engagement is for a period of one (1) year and the assignment will be conducted twice a year. Each field visit will be carried out for
period not more than two weeks, aer which the report of the exercise will be prepared and submied

The FCSU, now invites eligible Non-Governmental Organisaons (NGOs)/Civil Society Organisaons
(CSOs) to indicate their interest in providing the Service. Interested Consultants should provide
informaon demonstrang that they have the required qualificaons and relevant experience to
perform the Service.

The short-lisng criteria are:
(a) Must be registered in Nigeria to conduct consultancy services.
(b) Must show capability to deplore the requisite number of highly skilled monitors to the field
simultaneously.
(c) Must have experience working in the field of development with a good understanding of Social
Accountability (SA), Cizen Engagement (CE), and Financial Management Systems for a
minimum of five years.
(d) Experience working with World Bank-assisted or donor-assisted programmes for a minimum of
three (3) years.
(e) Demonstrate experience with monitoring adherence to standards and established guidelines in
social safety nets, food security and SMEs.

NOTE:
a. CSOs/NGOs are to apply for ONLY one zone. Mulple applicaons to more than one zone will be
rejected.
b. Key Experts to be proposed for the methodology of implementaon may not be included in the
EOI as these will not be evaluated at this short-lisng stage.
c. The aenon of interested Consultants is drawn to Secon III, paragraphs,3.14, 3.16, and 3.17 of
the World Bank’s “Procurement Regulaons for IPF Borrowers” October 2017 (“Procurement
Regulaons”), seng forth the World Bank’s policy on conflict of interest.
d. Consultants may associate with other firms to enhance their qualificaons but should indicate
clearly whether the associaon is in the form of a joint venture and/or a sub-consultancy. In the
case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for
the enre contract, if selected.
e. Consultants will be selected in accordance with the Consultant Qualificaon Selecon Method
set out in the Procurement Regulaons.
